GAVE is a government programme that supports the development and introduction of climate-neutral fuels in the Dutch transport sector. The programme's most important task is to support the implementation of the European Renewable Energy Directive into Dutch national legislation with respect to biofuels. This EU Directive states that, by the year 2020, 10% of the energy used in the transport sector must be derived from renewable energy.

Obama announces steps to boost biofuels

President Barack Obama announced three measures that will work in concert to boost biofuels production. The Environmental Protection Agency (EPA) has finalized a rule to implement the long-term renewable fuels standard of 36 billion gallons by 2022 established by Congress. The U.S. Department of Agriculture has proposed a rule on the Biomass Crop Assistance Program (BCAP) that would provide financing to increase the conversion of biomass to bioenergy. The President’s Biofuels Interagency Working Group released its first report – Growing America’s Fuel. The report lays out a strategy to advance the development and commercialization of a sustainable biofuels industry to meet or exceed the nation’s biofuels targets.

The final RFS includes some major changes from the previous rule:
- Renewable fuels must account for 8.25% of total gasoline and diesel sales in 2010 to meet a mandate of nearly 13 billion gal of renewable fuels this year.
- The cellulosic ethanol output target is set at 6.5 million gal this year instead of the proposed 100 million gal.
- The 2009/2010 combined biomass diesel output target is set at 1.15 billion gal. by year-end.
- Measuring carbon dioxide emissions from ethanol and other biofuels includes indirect land use change, but biodiesel and renewable diesel from soy oil or waste oils, fats, and greases will meet the 50% GHG reduction threshold.
- Ethanol from sugarcane complies with the 50% reduction threshold for advanced biofuels.
